overnight. a bomb blast in eastern afghanistan leaves three nato service members dead. at this hour, the victim's nationalities are being withheld. this comes on the heels of a weekend attack that left another nato soldier dead, killed by a man dressed in an afghan army uniform. it happened when david petraeus handed over control. it shows petraeus transferring power to lieutenant general john allen. in september, petraeus will become director of the c.i.a. and another bus tour crashing. this one leaving at least two people dead. it happened about 55 miles south of rochester, new york. the bus was on its way from washington, d.c. to niagara falls when the driver lost control, veered down a grassy embankment into the woods. 35 passengers are hurt. four of them are in critical condition. early reports indicate a tire blowout might have caused that crash. and the video is incredible and horrifying at the same time. a look at what happened, a stage collapse at a cheap trick concert and it was all caught on camera. it happened during a thunderstorm at the ottawa blues fest. thousands of

turmoil in afghanistan just as the united states prepares to withdraw thousands of troops. look at this. a fight broke out yesterday as members of the afghan parliament debated whether to impeach the corrupt president there hamid karzai. the brawl raised new concerns about whether the afghan government is in in any way ready to take control of its own security. president obama announced plans to withdraw more than 30,000 u.s. troops by next september. lawyers for the man once considered a top contender for the french presidency met today with prosecutors who are reconsidering the sexual assault charges against him. this thing is blowing up. strauss-kahn's lawyers say it was a productive meeting but the manhattan district attorney's office insists it has not made any decisions on the case. a court allowed strauss-kahn to post bail last week after the prosecutors admitted they had doubts about the credibility of the hotel maid who accused him of attacking her. i say doubts. adam shapiro is with us. we might we hear they have to drop this whole thing because it looks like an unmittty mess.

have to go to war in afghanistan and iraq. and that means we're going to have to spend billions of dollars that we hadn't accounted for. if we had a balanced budget amendment, we wouldn't have been able to do that without raising taxes significantly. there's no way we could have cut spending quickly enough to be able to finance going to war. so there are some contingencies that make a balanced budget something that we should think twice about. you know, there's another great saying, be careful what you wish for. and we don't want to get ourselves in that hole. but if we had a federal capital budget, which would allow us to do our long-term investing offline, not on the operating budget, it might be something to be considered. but not now and not for politics. and it doesn't have anything to do with the short-term problem of getting ourselves out of the deficit. if we had a balanced budget amendment that passed in the next two years, we'd have to make massive cuts and huge tax increases to balance the budget in year three. there's no other way we could do it. >> governor, a quick
